A new connection request is detected. The local node is initiating a port opening, but the Social API and QoS parameters are not yet configured. The link is currently unencrypted and highly vulnerable to unauthorized, high-latency data dumps.

Initialize base security before payload TX. Define Quality of Service (QoS) tier immediately. Deny unthrottled bandwidth until target node passes a heuristic security scan.
